I need the following:
1. a device that tells me whether the TV has been switched on during
the day (to monitor the nanny) OR
2. a device that lets me EASILY lock the TV during the daytime.
Please advice me.

Here is a product called TV ALLOWANCE that allows a parent to preset
the times that a TV is permitted ot be used and it cannot be used
unless a security code activates it and over-rides the pre-designated
blackout time.

A cheaper solution might be this power lock which allows you to lock
the plug of any electrical device until you decide to open it.

PS:  The TIME-SCOUT comes with a security card that can be programmed,
which will allows you to program a babysitter's card, a child's card
or your own administrator's card. Cool huh?
