Yes, you can get to PhD programmes in Political Science without having
to do the GRE test.
First, you could try to apply to schools outside the United States:
these schools almost never request the GRE as their admission test.
There are many fine schools for politics outside the United States.
In addition, few programmes in the United States do not require the
GRE for their admission. This is well beyond the scope of your
question as manifested in your pricing (See pricing policy here:

schools is the University of Nebrasca in Omaha: "The following
graduate programs require no standardized test scores at any point:"

A third option would be to apply to a non-accredited programme. I
would strongly advice against this route, since these programmes are
sometimes Diplome-Mills, and sometimes just unapproved and would not
lead you anywhere.
