United Kingdom and England and Wales, 2003" issued by the Office of
National Statistics.

It is 69 pages long and the tables you require start at Table 2.1,
page 24, and go on for several pages. In each table you need the
statistics under the heading 'outflow'. Also look for the term
?out-migration?. The information covers the period 1994 - 2003. I
advise that you read the notes on how the statistics were collected
and collated.
The summary also provides some information you may require. For instance,
?Between 1994 and 2003, approximately 1.5 million UK born people
migrated from the UK to other countries. During the same period, more
than 800,000 UK-born migrants returned to the UK.?
