I noticed that my voice is noticeably deeper in the morning hours. 
Gradually, as the day wears on, my voice becomes less deep -- and
almost more feeble!

I've tried loudly humming low notes, which restores a deeper voice,
but this is inconvenient and often impractical.

Is there any explanation for this phenomenon and, more importantly, is
there any way to keep my voice deeper?

I have never smoked and do not drink much.  I am young and healthy.

I was going to recommend that:  lots of cigarettes and whiskey.  :-)
Or maybe that is the problem.  NO offense intended!
In the morning, the vocal cords are unexercised and stiff and don't
move so fast.  That is why singers warm them up in a variety of ways,
not attempting higher notes until they are well exercised.  The pitch
of most peoples' voices increases under stress and excitement:  "In a
shrill, strident tone, he screamed at her."  Or she at him.
I expect that a short session with a voice trainer or class in
rhetoric, where speaking tone is trained, would help.  Maybe even a
site on the subject would be enlightening and serve as a start.
