I received a mixed tape in 1998 with the most beautiful song...
Problem is, I lost the mixed tape, barely remember the lyrics, and
have forgotten the artist's name.  The tape was a gift from my ex who
was heavily into British indie rock and listened to the likes of
Suede, Travis, The Verve, etc., etc.  Anywho the song started out with
an orchestra crescendo-ing then a man singing about a woman and about
meeting her at either 3am or 1am.  "Ella" or "elle", I believe, was
somewhere in the song title.  I swear up and down the band started
with a "J" like Jack or Jacque but no search result will bring me my
answer.  None of my friends have a clue and I can't ask the ex as he
lives out of the country and I haven't seen or spoken to him in close
to 5 years.  I really, really loved this song and would love to hear t
again.  So please help!

Just a shot in the dark but could it be Eloise by The Damned?  Their
version was around about the time you suggested.  The lyrics can be

None of those bands were the one I was looking for... Thank you though.

You might think I'm crazy but I dreampt about the song last night and
remembered the important keywords "Lolita Elle".

It appears that Google found what I was looking for--
