It sounds to me like you are using a 'packet writer' (such as
DirectCD) based formatting on your RW. First things first, if you have
any packet writer based software, I recommend you first uninstall them
from your computer by going to the 'add/remove programs' in the
'control panel'. (usually located on your start menu under
'settings').
Since you seem to have roxio as your cd writing software, first make
sure you are running a version later then 5.0x, as most of those are
NOT compatible with windows XP. If your version is 5.0x or before,
then go here for the update:

Once this is done, open Easy CD Creator, and insert the CD-RW in your drive.
Locate and click on "Disk" in the top left hand side of the window and
select "Erase Disk". This may be different in your version, but it
should be close... Follow the prompts until the disk is formatted.
Just make sure you don't format it as DirectCD format.
Formatting can take up to a half hour or more depending on the speed
of your drive, etc... Once formatting is complete, create a new data
CD in Roxio, copy your files and burn.

what version of Easy CD Creator you are using
what other cd burning software you have installed
what kind of CD-RW media you are using (speed, brand, etc)
what CD-drive(s) you are using this in
