Dear marty06-ga,

In a word: yes.

This is a variation of a fraud that has been operating for several
years now. Since the real Euro Lottery draw, thousands of emails have
been sent out by fraudsters stating that the recipient has won in the
Euro millions Lottery Winners International E-mail programs. They have
not. This is just a ploy to open up communication with the fraudster.
It will result in the victim having to pay bogus legal fees and for
so-called security documents which are all fake. The victim will be
milked of as much money as the fraudsters can extract.
