I have an open visa, can I study?

It depends what you mean by study, and where you are from.

1) If you are from the U.S., E.U., or Commonwealth you will have an
easy time coming here (B.C.--Vancouver)to study on an open VISA. 
However studying is a loose term.  Most likely most universities and
colleges won't accept a student on an open visa.  However, if you are
here to study english, most English schools can easily help you sort
out through the paperwork, which if you are from one of the above
jurisdictions shouldn't be a necessary.

I understand that Canada does have an agreement with S. Korea, and its
extremely easy to go to an English school and study english if you are
from Korea.  You will have to be more specific about what the
situation you are enquiring about is, i.e. where are you from, what
you want study, etc....
