When an Technical Bid submitted by various Bidders for construction of
a Project is Evaluated, shall the Evaluation Report present
"Introduction" or present "Executive Summary"  in the beginning of the
Evaluation Report?

it is always a good practice to have executive summary for top level to get an idea

I am not satisfied with the answer, executive summary will contain all
that what is present in the introduction
