There was a British judge in the 60s who said "Who are the Beatles?"
during a court case. Who was that judge, and what was the case? Just
quotes from journalists who mention the case isn't what I want, unless
they give the answer to the question. "It's an urban legend" also does
not constitute an answer.

Ed Sullivan is reported to have asked this very question -- verbatim
-- the first time he saw fans in London cheering for the Beatles
(which is when he decided to book them on his show).  He was a judge
of American's popular culture, I suppose, but that's as close as I can
get.
