This is a purely legal question.  Can a nursing home that accepts
Medicaid and Medicare legally deny access to a patient that has the
proper coverage.  The nursing home is located in the state of TN.  The
nursing home claims that the patient has been known to have behavioral
problems but will not elaborate any further.  There has never been any
diagnosis by a psychologist of this patient having behavioral
problems.  The patient is currently in another Medicare/medicaid
nursing facility that is located 40 miles from home and would like to
move to the facility in question to be closer to family.
