how can i find out when someone was arrested

You'll have to be more specific. What state are you in? And is this a
registered sex offender who has been convicted and released?

I live in MA. He was arrested and convicted in CT. Unfortunately I
don't know any details of his arrest except that he was convicted of
raping his children. It is very possible that he has not been released
which may be why he is not showing up on sex offender lists.

I would recommend getting the information from the Conn. Superior
Court, where he would have gone to trial:

"For information concerning the Judicial Branch, its programs, its
policies, or for assistance in obtaining information about a specific
case, please contact the External Affairs Division of the Connecticut
Judicial Branch at (860) 757-2270."
