SUM UP I REQUIRE THE CHECKLIST FOR  PROJECT MANAGEMENT FOR DRUG
DEVELOPMENT - FROM R&D TO MARKETING STAGE.

I think that you may have forgotten to put the other two zeros on your offer amount.

You will do this in the USA or some other group of contries? A
detailed responce will be book length. You need to divide this into
several separate questions. I would think you need to start by hiring
some people, who have developed some profitable drugs. They will know
the details. Many of the details can wait until you have some
promising compounds, and have determined that no one holds a patent.
