I am searching for the name of a thorny shrub or type of hedge (and a
place that sells them) that the Military actually uses (has used)
around military bases, in place of razor wire, to deter entry.

The thorny shrub you describe is called "Trifoliate Orange" (Poncirus
trifoliata), also called Hardy Orange and Bitter Orange.
