How do I lobby Verizon to make DSL available in my rural neighborhood?
 We have a cluster of about 100 homes within a 1/2 mile radius.  There
is a T1 line in a Verizon service shed in the middle of the
neighborhood.  Our street is El Matador Drive, Gilroy, CA, about 5
miles from the Verizon office in Gilroy.

There is no answer at this time.

Call Verizon and see if they plan to add that service anytime soon. 
If not, find out how many people would sign up for it in your area and
then contact Verizon with that information.

They won't put the line in unless it is technically feasible and worth
their while.

Contact your state regulatory agency and find out what rules or
regulations they have on Verizon providing this service.

Here in the UK it's common to use satellite DSL in areas where DSL
hasn't been rolled-out yet, and is probably unlikely to in the future.
It's not the best solution due to latency and cost, but if shared
wirelessly between a number of homes this could become a viable
option.
