Does FCC regulations allow sending text messages (Text messages
digitized to be transmitted over the air) wirelessly over FRS (citizen
Family radio service http://wireless.fcc.gov/services/personal/family/
)? Is there any licensing, fees payment required?
If no, is there any other free bandwidth available for this purpose?

This FCC document (PDF) addresses the use of FRS channels for "...a
digital data burst of not more than one second .... permitting the
transmission of location information and text messages ..."
