What type of answer are you hoping to find? You see, it is very
difficult (and often impossible) to explain why something "isn't so".
Knowing what I know about government and bureaucracy my initial answer
would be "because THAT makes sense" - something that is often contrary
to what governments find practical.

gotcha. I'm trying to determine why courses in defensive driving
aren't required to recieve a motor vehicle license in the united
states.
I suspect the reasons to be the cost of the classes and the
possibility of making people over-confident in dangerous driving
conditions, but I am completely unable to find any information to
support those reasons. I am writing a research paper arguing that
defensive driving classes should be a requirement for getting a
drivers license because it would reduce accidents and lower insurance
rates. In order for my paper to be effective, I need to find some
reasons why the classes are not required right now.

I'll be happy to tell you why I "suspect" (in some instances)
defensive driving is not required, and why I "believe" that it should
be, if this is sufficient as an answer?

I guess what I'm looking for is a study or minutes from a meeting
discussing the impracticallity of requiring a defensive driving class
for licensing. Perhaps an study from an insurance company or similar.
Just some sort of verbage that states "this might be a good idea, but
it's impractical to require it because..."
I know this is a difficult question to answer. It's been giving me a
headache, too!. thanks for the attention.
