What is the name of a movie that came out like between 1990 - 1996 I
think and I don't remember the actors names or anything but it had
this guy that was trying to figure out how to live forever and he
found a way, it was by taking other people's bodies I think. And this
other guy was the detective and he went to his house and went to his
basement and it was dark but there was a manhole and he went down that
and it was really dark and there was noises coming from a pit and he
looks down the pit and sees a creature and runs out. Then they find a
body floating in a river but its not dead, and it has no jaw and I
think only 1 arm or something and they burn it. Then the detective
gets a skeleton from somewhere and puts it in a bag and goes to the
asylum and there is the guy that thinks he can live forever trapped in
a room. And the detective puts down the bag and the bones turn into a
skeleton and the skeleton jumps on the back of the crazy guy and
starts ripping off his skin and putting it on the skeleton. Then they
both combine into one I think and disappear or die or something. Thats
all I remember.

Could it possibly have been "The Ressurrected"?  It came out in 1991/1992.  

"Charles Ward (Chris Sarandon) is a chemical engineer who becomes
immersed in his work. He spends days at a time at a remote cabin in
the woods. It turns out that the police had intercepted a shipment of
human remains being delivered to Ward's cabin. Because of this, his
wife (Jane Sibbett) becomes suspicious and hires a private detective
(John Terry) to investigate what her husband is up to.

"The PI starts to discover all sorts of strange things going on. Ward
seems to be exhibiting the characteristics of one of his long dead
ancestors. The smell of death emenates from his house at all hours.
The neighbour across the street from the cabin winds up dead, all
flesh stripped from his bones. It becomes obvious to the detective
that he's not just dealing with a regular guy here."

The search term that finally gave me this result was 

skeleton ressurrected investigator

Believe me, I tried a truckload of keywords in various groups before I
found it (EX: detective, officer, police, asylum, skeleton, bones,
regeneration...)  When you first posted the question, I spent a couple
of hours on it but didn't find a thing.  I revisited the question
today wondering if anyone had found the answer.  It was still open
so...I had to try a few more times!  I love a good challenge.  :)

I checked for your "last 2 qusetions" you referred to and only located
one (expired) about the alien mind machine.  It would help if you
could recall other things as I recall seeing alien mind machines in
more than a few movies.  If you think of any other details, let me
know.  :)
