Subject to the computer hardware you have, it should be pretty easy. A

Indicates the camera has firewire in/out, so you'll need a computer
with a firewire/1394 port (although the camera also has a USB port, so
there may be a way that webcam software can grab images through that
interface as well).
You haven't said what sort of computer you have. If it's a PC, I'm
sure it is possible, but it might be beyond the scope of a $2
question. If it is a Mac (and is new enough to have a firewire port)
then the answer is pretty easy. For both MacOS 9 and MacOS X support
for firewire DV cameras is built in to the operating system, meaning
you just need to find a webcam application that looks like it does
what you want. A list of available applications and their download

You'll also need a permanent connection to the internet if you wish to
serve the images from the computer that captures them, otherwise
you'll need some webspace somewhere for the webcam software to upload
