I am writing a business plan to start my own prepaid debit card
business. An example of a product in the market currently is the 'Rush
Card' offered by UniRush Financial Services.

What options exist in the market to help me manufacture a simple debit
card. In other words if I have limitless amount of cash and don't want
to partner with visa, mastercard, or any of the major companies - who
can I call to apply for the creation of an order for 10,000 generic
debit cards.

But you do not have a limitless amount of cash.  And what can you do
that Mastercard and Visa cannot?  What are your startup costs? 
Where's your profit come from?  You have lot of work to do on that
business plan.
