I am working on a project that is designed to aid emergency relief
organizations (like the Red Cross) with logistics and other
humanitarian goals. From a techological standpoint, I would like to
know if many of these organizations use computer systems that support
modern technologies like Flash and Java applets. Does a broad survey
of computing resources available to relief organizations exist in the
published literature?

Marc,
You might be interested in contacting the German "Technisches
Hilfswerk", which has an excellent reputation for fast mobilization of
staff and equipment.
