Does anyone know the name of the author who wrote the Latin Gregorian
plaintchant, "Dextera Domini," from the Psalter quoting Psalm 117, vs.
16-17? And, where can I find this info for documentation? Thank you.

Giovanni Pierluigi da Palestrina appears to have composed Dextera
Domini in 1593, as can be seen here:

Giovanni Pierluigi da Palestrina:Dextera Domini [Offertoria Totius Anni, 1593]

Is this an authoritative enough source, or is there some sort of
additional documentation that you need?

Let me know.

Thanks to all who left comments. I will assume the chant is written by
an anonymous author. Thanks pafalafa-ga, but the documentation you
cited has instrumentals added to the chant, which was done at a much
later date than when the chant was written. Gregorian chant was, and
still is in many monastic communities, sung without any instrumentals.
However, I do appreciate your attempt to help me find the info I need.

Unfortunately, there used to be a trend toward writing things
anonymously. This is almost certainly the case with the chant in
question. In addition, it may have been changed over the years by
various hands.

The credits on this album say that the chant is anonymous:
