How reliable is the electricity on an average day in peri-urban India?

I'd like to know the avg # of blackouts, avg # of brownouts, and
average duration of each type of interruption of service.  

I recognize that the term "peri-urban India" encompasses a variety of
locations, but I would consider this question answered if the
researcher provides data from more than two peri-urban locations.
