What can I do so that the plastic fish in my bubble lamp will float
instead of sinking to the bottom of the tube?

Have you tried distilled water?

"My husband decided to purchase one of these annoying things, much to
my dismay. They retail at about £75 and he managed to buy one from a
friend who no longer wanted it (I wonder why?!) for £25 so I let him
off.
At the bottom of the tube is a rotating coloured plastic circle which
a light shines through changing the colour of the bubbles, inside ours
we have three different coloured fish that bob up and down.
First mistake - you are supposed to fill them with distilled water -
men being men, hubby decided to fill with ordinary tap water. This
means that once a month we have to empty it and descale the thing or
the bubbles don't work. Obviously if you do as the manufacturer states
you won't have this problem!!
Its very nice to look at I suppose but it hums incessantly in the
backround, hubby loves it and turns it on as soon as he gets up, but
it annoys me so when he leaves the room I turn it off!
He can't see a problem with the noise but being deaf in one ear I
don't suppose he does!!"

That should do the trick.
