I need to buy the zip code database. I need to include those
parameters:ZIP Code, City Name,State Code, City State Name, Latitude &
Longitude.
Is there a free place to download it?
Or  where is a cheap place to buy it?

I don't understand. Why would the date be of any importance? Data like
this does not change over time.

I was told that there are changes due the fact that the zip codes are
part of the usps mail route.
Anyway at this moment I wont neeed this info.

Hi,

My company uses data from http://www.zipinfo.com/.
To be more precise, we use the following database:
http://www.zipinfo.com/products/z5ll/z5ll.htm
which releases monthly or quarterly updates.

I recommend choosing the quarterly updates which will cost $119.95.

I have bought this type of database from http://www.zipcodeworld.com/ 
I looked for several days without finding anything for free. The
information they provide is up-to-date. You can even get a
subscription for their monthly revisions.

I don't believe zip codes change that often, but if it's a critical
application you might as well get their yearly Premium Edition which
costs $99.95 for a one year subscription. Or you can choose to do a
one-time buy for $39.95

I was able to use this for a one-time application. I had over 500,000
records with zipcodes, but incorrect or misspelled city names. The
information in this database helped a lot.
