I would like to know if Hasdrubal Abu Hagar is a theoretically correct
phoenician name. This name is not supposed to be referring to any
historical person. The name would be for a fictional phoenician
person. I have to make more names for fictional persons, so some basic
guidelines would be appreciated too.

According to this source the name "Abu Hagar" is a modernized version
of the name "Abou Hajar" in the Phoenician language.

I took this Abu Hagar family name from the webpage you linked. I was
not sure which one was phoenician. What I really would need is more
phoenician surnames, and know if they work as simply as first name +
family name. I did read from site about matrix of family names, and it
gave me an impression that full names are more complicated.

The naming convention is somewhat complex. Perhaps these sources will
shed some light on the subject for you:

What I need is an opinion of a history/language expert.
