I'm looking to build or hire someone to build a meta search engine. 
I'm would like it to search Medical search engines, libraries, medical
journals and the lastest medical news. like PubMed, Nat'l Inst Health,
CenterWatch, HealthFinder, Cancer.gov, Cntrs for Disease Control. 
Many people have recomended other services but this is something I
need to customize

I was hoping for a little more detail than that.

1. how complicated is it to create a Meta search engine
2. how much time does it take to build.
3. are there legal issues 
4. is this something a novice could do.  I think I know the answer to that.
5. what price range should I be looking at.

If you could provide some detail to the above questions as well as
what you where willing to provide I think that would work.
