I have earned a research-based PhD in Economics from an accredited
Indian university and I have four years
of academic and administrative experience at university level. Could
you please advise me on acquiring a second PhD from accredited
American and British universities, on part-time or short residency
basis, where my education and experience are
credited towards the fulfillment of the award of the degree?

I don't think that the knowledge is "too uncommon" but that I find it
hard to believe that any department would accept a PhD candidate that
already has a PhD in the field. PhD is a terminal degree, and
afterwards a person is supposed to try to find a postdoctoral teaching
or research position.
