on a 30 year old Hershey Water Meter, manufactured in Boston, MA. is
there a small weep hole to discharge and buildup of condensate?  If so
does a large discharge of water from this hole demand the replacement
of the meter?

Meter was installed in Hackensack in a single family residence-the
flooding resulted in accumulation of basement water to a depth of
several inches

Where is the meter located?  Define "large discharge".

The meter was installed in a single family residence in Hackensack, NJ
and the heavy discharge flooded the basement to a depth of several
inches.
