What can I do to make sure I am getting a fair auto insurance
settlement in a case where they are paying me 50% of the value of my
car?

Why only 50%?  Is that the $$ amount of the damage?

They are paying only 50% off the repair of my car because they have
decided the fault was shared by both myself and the other driver. They
have told they will pay me 50% of the value of my car based on an
industry standard known as the CCC.

I am trying to learn how to decide whether or not to accept their offer.

I know a way that you can get up to the limits on your policy, if you
are due the limit, and how to discover any benefits you could claim,
and are unaware of, ...but this remedy is best contracted very early
on.

How long ago was the accident?
How much negotiating have you done?
Also, how much in US dollars are they offering you?  

The service I know of is not free.  The last time I used this type of
service I paid 8%, although I can't vouch for the price in your area
and/or inflation.
