why do salamanders frogs slugs like to sit on top of water meters

Because they all three are creatures that require a cool, moist
environment in order to live comfortably.

no your answer was too vague I'm talking about water meters in the
ground in boxes they sit on top of the water meter register not on
ground

Perhaps someone has a better answer. I would imagine that they sense
the "presence" of water and that's why they do it, though I have not
established that for sure.
