Officially or unofficially? I would think Abraham Lincoln would have to be the answer, since we had Americans fighting on both sides during the Civil War. Kriswrite |

But Lincoln didn't send the Confederate soldiers into combat. They were dispatched by the rebel government. |

I believe Clinton's mobilizations were mostly peacekeeping missions, not combat. Do you remember any wars during his admin.? |

FDR by sheer volume (headcount), Bill Clinton deployed U.S. troops the most times with 8 police powers |

I know we had 550k plus troops in the first gulf war. Which i believe beats anything Clinton ever did. Most at one time had to be WW2. Nam maybe 2nd. |
