Can I uninstall (not just disable) the xp firewall?  I will hack
registry or anything to do it is there a way?

Procedure:  
To start off click start=====>run in the box type services.msc scroll
down to where it displays "Windows Firewall/Internet Connection
Sharing (ICS)"  when highlighted right click and select "properties"
in the dropdown menu where it says "startup type" left click and
select "disabled" click ok and while still in the services window and
having the firewall highlighted click in blue letters Stop; Note: You
may get a error do not worry this is completely normal.  Now feel free
to exit the services window (your finally done with that) now the last
step.  Click Start====>Run and in the box type cmd a black window
should pop up.  Now simply type sc delete Windows Firewall/Internet
Connection Sharing (ICS) Note: you may get an error again, don't fear
this is also normal.

Congradulations!  You are now done removing the windows firewall

SUMMARY.

The steps that we took when doing this was opening up the services
menu which is exactly what the windows firewall, a service.  But since
your using the service you cannot stop it until you disable it so we
opened up the properties menu and disabled it completely, we then took
a step to stop the service.  The last step by typing in the run box
"sc delete Windows Firewall/Internet Connection Sharing (ICS)" what
this does is take all the little bits and peices out of whats called
the registry in windows kind of like removing your tracks.

Shorter Summary:
1. Disable the firewall
2. Stop the firewall
3. Remove all the bits and peices.

Note from author:  If you would like to reinstall the windows firewall
at any time.  All you have to do is go to the Control Panel and click
"Windows Firewall" a box will then pop up asking you if you would like
to reinstall the firewall.  Simply click yes.

Or you can go to start, control panel, network connections right click
on the connection that you are connected to the internet with. Then
when the pop up box comes up click on the advanced tab. And uncheck
the protect this computer tab. After this it will be removed. It is
best if you do get a different firewall for your computer though. Xp
firewall isnt the best firewall out there. And if you have a highspeed
connection a firewall is a must.

I'm sorry but I beleive he's wanting to completely remove the firewall
from his system this simply disables the firewall and from what I
understand this is not the objective.  My steps completely remove the
firewall.

when i did the run->cmd->sc delete windows firewall/internet
connection sharing (ICS) it keeps telling me "[sc] openservice failed
1060: the specified service does not exist as an installed service".
why is that?
