I need a comprehensive CSV of Area-ID, Cell-ID, Latitude and Longitude
for all GSM cell towers in the US.  Area-ID and Cell-ID are displayed
on my cellphone as I travel around the city, and I suspect they are
part of the GSM standard.

As a hint (or red herring) this information may be available by way of
wireless E911, NENA, or straight from the providers.

I don't know for sure that this is available (i.e. for security or
trade-secret reasons), but I would recommend contacting the GSM
Association (www.gsmworld.com):

On their site they have coverage maps for US carriers with very
detailed information.  I can only assume it's derived from a database
containing the information you're seeking, though the underlying data
doesn't appear to be availableon the site.  For an example, here's
their map of T-Mobile's coverage in the Washington, DC area:

If any group would have data for all GSM carriers, it would be them.

I provide mapping services for the cell tower industry and maintain a
proprietary tower database of cell towers in the US.  The maps shown
on the GSM site are basically digitally traced from each cellular
carriers coverage maps.  The carriers do not make the location of
their sites available- it is a trade secret.  To some extent the
carriers register cell sites with the FCC- through the antenna
structure registration program- but only towers need to be registered
and only those that may jeaopardize air traffic safety (mostly over
200').

As for the counties 911 databases- they are in worse shape than you
can imagine and their is no comprehensive list.

Simply put, the information you are looking for is not commercially available.

The Tower Maps database includes over 200,000 sites nationwide with
latitude, longitude and height.  It does not include network ID's.
