I can point you to an environmental report by a leading manufacturer
of this product in which it refers to the size of the market for such
bags in 2003 (apparently in terms of retail sales). The report does
not state a source for the number.  Would this be a sufficient answer
to your question, or do you require a more "official" estimate from a
government agency or a market research report?

dollar amount of annual sales, not the number of units sold.

I will post my information as a comment and not an answer.

"Smurfit-Stone?s branded product, Yard Master Paper Lawn and Leaf Bag?,
is a 30-gallon bag made of two-ply, 50-pound, kraft paper and sold in retail
stores. Along with the leaves, grass, and twigs the Yard Master holds, the
bag itself decomposes in a compost operation. Currently, the market for
lawn bags is 90 million and SSCC is the largest supplier."
