Was it Daylight Savings Time (EDT) in Montreal on Sept 15, 1954?

I have found a source that doesn't conclusively prove that it was
daylight saving time in Montréal on Sept 15, 1954, but does suggest
that it is likely, given Montréal's approval of daylight saving time
in 1928.
