A Mr. Peter Crouch is purported to have done this, however I can find
no proof, only a mention of it:

Thanks Cynthia, but Peter Crouch is an English footballer.  I think
you've stumbled on a facetious answer to the same question on a quiz
message board. Thanks answerfinder, but I had also noticed that 8
inches, although low, was some way higher than the limbo record
appearing in an earlier Guinness Book of Records...so I wondered if
the answer was someone also famous in another field.

Nothing for this date, but "The Guinness Book of World Records states:
March 02 1991 Dennis Walston, alias King Limbo, passed under a flaming
bar that was just six inches off the floor in Kent, WA."
