I. Although this website offers instruction on creating a padded
headboard cover, the methodology applies equally to other objects such
as Television's.
As a note, I am concerned that a cover for a television might be a
fire hazard if it is contact with cables or plugs. Also, there is
there is the possibility of heat buildup under that cover if the TV is
not completely powered off.
Perhaps you might find materials which eliminate the fire hazard. As a
minimum, I would use a synthetic batting that is non-flammable.
With my cautious nature, if I really wanted such a cover, I would
unplug the TV when the cover was on it.

Materials:
fabric

tape measure
iron
straight pins
sewing machine or fabric glue
grosgrain ribbon
synthetic batting
Steps:
Measure the headboard from the top of the mattress to the top of the
headboard . Double that amount and add a few inches for seams. Then
measure the headboard width and add a few inches for seams. Cut two
pieces of fabric to these measurements for the front and back.
Cut ribbon into eight 18-inch lengths. Spread one piece of fabric on a
flat surface right side up. Glue the ribbon pieces to the edges where
desired, depending on the headboard shape.
Place second fabric piece right side down on top of the first so the
ties are between the two. Pin the pieces together and sew or glue them
along the top and sides (leave the bottom end open).
Turn fabric right sides out and press seams with hot iron.
Cut batting a bit smaller than the finished cover. Place batting
inside cover , smoothing it until it's flat.
Fold under raw edges of fabric and press seam in place. Sew or glue
the seam closed.
Place padded cover over headboard so it hangs evenly in front and
back. Tie ribbons to secure along sides. "

found no source where it might be ordered for purchase, nor have I
found any sites other than the one mentioned above that offers
instructions for the creation of such a padded cover.
