Looks like a bad or corrupt DLL file. 
Two choices:
a) Re-load MS office with Outlook to PC - (Over old install)
b) DL the DLL file from the web or your office CD ROM and copy to the
folder where the file is installed which is:
c:\program files\common files\system\mapi\1033 - may vary on your OS
which you did not specify.
If you're not sure how to find it, using windows explorer,
(Start-->Run---EXPLORER) you can do a search on your hard drive for
emsabp32.dll and it will display the folder in which this is located.
You can DL the DLL file 
http://www.dlldump.com/download-dll-files.php/dllfiles/E/EMSABP32.DLL/download.html
OR
Do A google search for another DL site. 

You may have to install this file while in SAFE MODE. I would suggest
doing that anyway - F8 during boot will give you a start up menu. Good

emsabp32.dll is the address book service in outlook with exchange as a mail server.

You could check out the next link from a user of a forum with the same
