How do I get powerpoint to display graphics & text OVER the movie or video?

Your best bet is to build subtitles and frameserve them from virtual
dub to tmpgenc. I have used this technich in the past myself.

I am not wanting to modify the video - but to get PPT to display its
own (text, graphics, animated etc).
So my question is not about finding alternatives outside of ppt - but
to get ppt to do just one thing that it should  (have the layering
order of the graphics stay on top)
