I'm not sure if you meant lybia or libya since both have recently been
in the news for oil. Regardless, for lybia according to this press
release it is the "Norsk USA Oil & Gas" has been approved to drill for
oil.

and just in case you meant libya... Occidental Petroleum, Amerada Hess
and ChevronTexaco all won bids to drill in libya.
