I would like to open up a sales training and consulting company. 
However, I do not want to create an entire cirriculum from scratch
(meaning course outlines, workbooks, and manuals).

Are there any companies that provide manuals, course outlines, and
training binders where I can put my own company's name on it as my
own.

You should have no problem getting this from a local advertising
agency, these are services they offer to the many of the companies the
work with to help make their ad campaigns look more effective and to
add value.  If you are planning on doing advertising for yourself,
find an advertising company that will do this for you, it shouldn't
take more than a few phone calls and a meeting.  Otherwise, you could
go to guru.com, create an account, and have people bid on the project
for you.  If someone already has whatyou want they will offer it
cheap.
