According to a Russian born friend of mine, those census figures are
in millions of people, not thousands.

Errr.. that cannot be. It has to be in the 1000's.  In other words,
Russia has a pop of 145.164 million people.

The name of the country is "Russia".  Russian is an adjective.

population of russia "reduces to 143.5 mln for 11 months in 2004".
