I'd like to get in touch with an engineer who worked for Pacific Gas &
Electric Company and retired in 1978or 1979. How do I find this
person?

Contact the local union for the workers, they may be able to let him
know you are looking for him.  Or if he draws a pension, the company
might be able to forward a message for you.  They most likely will not
give out personal information like address.
