I recieved an email from a person at doubleray.com.  I can't find any
information about doubleray.com.  The person claims to be from Russia,
is this true? Is this a Russian email address ?

I know of no method which would enable you to verify whether or not
the person who sent you the email was actually from Russia. I'm an
American, but in the past I have used email providers in Canada,
France, and Singapore.
   
DoubleRay.com is indeed hosted by a Russian company. However, the site
appears to be owned and operated by an American named Stephen Dickie.

You might be able to look at the http and mime headers of the email
itself and get some idea as to the origination of the message. If you
can get an IP you can find more information about who owns the ip etc.
I use a tool called Sam Spade by Blighty Designs. It works great for
getting info about Domains and IP's. Whois, tracert, ping etc. You
should be able to find it by name on
http://www.download.com
http://www.tucows.com

One of them should have it.

like the other guy said, i dont know of any way to verify an email
address but most of the time when you get an email from a weird
looking source like say you where to recieve an email from
jakeblack@cia.com it usually means that someone forged the email using
a simple smtp server hack using this hack anyone can forge an email
with any address they please you could email someone saying you where
billgates@microsoft.com or, Gbush@whitehouse.com so dont trust every
email u get
