You can't get one unless you have a job that requires one.
Welcome to government.

I have noticed that many jobs require that you have this clearance,
before you can even apply for them... Vicious Circle?

The waiting time on even routine security clearances (classified and
secret) is somewhere between 18-24 months.

There are government agencies and contractors who can not wait 18-24
months before giving a new employee classified work to do. So they
insist anyone being considered for the job already have one. Other
jobs do not handle so much classified information and they can
basically work around it by giving a new employee non-classified work
to do until their clearance is granted.
