can current transformers be used at differant primary voltages, for
instance can a 100:5 at 480 volt be used to measure 4160volt
amperages?

Yes, makes no difference to the transformer. It doesn't have a clue
what the voltage is. As always though, don?t ever leave the terminals
of a current transformer open or you may get a nasty shock and the
transformer can break down.
