1) Can an organization?s effectiveness ever be evaluated in absolute
terms? Or must we always state effectiveness criteria in relative
terms?

This one could take ten volumes so I?m going to try to make a few
comments in ten lines. If you are a one to ten person business just
say, working on one product, then your end of year profit could be
construed as a measure of how effective you, or your group have been.
If you are part of a research group in a large multinational then it
is more difficult. If your project reaches commercial viability than
it has been effective. If you prove conclusively that the concept
would never work, then that is also effective, however if it is
abandoned because it is too expensive or loosing its way then that is
not effective.
Don?t confuse effectiveness with efficiency; efficiency is about
process; effectiveness is about result. Efficiency is often more
subjective and difficult to measure, effectiveness is usually more
clear cut.
