According to the ?Collectors Guide to Diecast Toys and Scale Models:
Identification & Values (Collector's Guide to)? by Dana Johnson, page
108,  publisher: Collector Books, 2nd edition (April 1, 1998),  it was
the Kansas Toy & Novelty Company of Kansas which Arthur Haynes founded
in 1923.

search inside feature with the search term (use the quotes) "arthur
haynes" . You will have to register to see a copy of the relevant

I not quite sure whether you've answered your clarification yourself
by looking at the book, but it does state that Haynes was a motor
mechanic who started making toys. There is a long list of cars and
farm machinery produced by his company in the book, and the book is
titled 'Diecast Toys and Scale Models'. So assume they are toy cars.
I could find no other references to Haynes founding any other company
on the internet.
