A more detailed explanation -
According to the last decennial census (occurring or being done every
10 years) in 2000, the population of the United States of America was
281,421,906.
The US Census is taken every 10 years - although a short form is sent
out monthly to 60,000 to 65,000 addresses to keep the data updated and
current.
However, because the population is so transient due to people
getting married, divorced, going back to school, changing jobs, etc., -
people will fill out and send back the short form, and before the
Census Bureau has received it, many will have moved.
Every 5 years the long form is sent out to every address.
